Stacked on the PUI-30 PR.

Adds a Status section (normative v1 under 0.x, backends adapt, no translation layer or fetch helper) and a Requirements block per operation. Drops the translation wording from adapters-and-actions.md. Documentation only. The tree envelope is not in schema.json; deferred to Idea PUI-37 (TreeTable split).

docs(cms): state the backend contract's requirements per operation ... 257f603e13

Adds a Status section (normative v1 under 0.x, backends adapt, no
translation layer or fetch helper) and one Requirements block per
operation saying what the package sends, what it requires back and the
status codes it depends on. Drops the wording that presented translation
in the data function as the way to fit an existing API.
