Outcome of the PUI-37 grilling (Goal Tree Index, milestone 31, page 45).

  • ADR 0012: the ordered, nested index is its own component (TreeIndex), to any depth, with search and filters that dim rather than remove. Supersedes ADR 0011 on host, depth and level cue; click-to-place, the level column and the move intent stand.
  • ADR 0011 gets a superseded-in-part note.
  • CONTEXT.md: Tree Index and Chrome.
  • docs/agents/issue-tracker.md: task steps are Sub-task items, not a checklist in the description.

Docs only, no release. Implementation follows in PUI-44.
